Do you have selinux enabled? If yes, check /var/log/messages. You might want to check out this document for more info:

If you sorted out selinux part, than you might want to check permissions on the directories. All directories in the path should have at least 'execute' bit set (this usually translates to mode 711 or 755). If Apache needs to display directory listing for some directory (for example there is no index.html file), than that directory should also have read bit set (this usually translates to mode 755 for that directory).
