Sounds like false expectations. I don't recall anyone claiming that Fedora Core boots quickly. On the contrary, actually. There's been talk about how to speed it up in upcoming releases.
Fedora does boot faster than Mandrake =P If you change your boot scripts to start up services in parallel, startup time should drop off a whole lot. I believe most distros don't do this out of the box though.
