You are correct, it's no longer in xorg-x11-toos, also the Changelog says it:
* Thu Nov 11 2004 Kristian Høgsberg <krh@xxxxxxxxxx> - Removed commented out xbiff, xeyes and xditview files from file lists, they are in CVS if we need them.
* Mon Aug 23 2004 Mike A. Harris <mharris@xxxxxxxxxx> 6.7.99.902-6 - Remove a bunch of legacy Xaw/Xt applications which really should not be part of X11 sources (xbiff,xditview,xeyes,xmessage)
So it might be the best to report it on bugzilla... :-) If you really miss xeyes.... Or _need_ it...
Or you build your own RPM.
