Paul, the very first line of that FAQ mentions that the kernel can't fit on a floppy... "So, you can't boot or install from a floppy."
How much simpler is it than that to say that you can't have a make a floppy boot disk?
One responder to the list yesterday or the day before presented his solution - put Grub on the floppy and direct the system to a harddisk or CD boot image!
