I don't know how to do exactly what you want, but the default font
configuration is here:

/etc/fonts/fonts.conf

and your customisations should go here:

/etc/fonts/local.conf

Try reading /etc/fonts/fonts.dtd to see what settings are possible. Also
read:

/usr/share/doc/fontconfig-x.y.z/README
/usr/share/doc/fontconfig-x.y.z/fontconfig-user.html
/usr/share/doc/fontconfig-x.y.z/fontconfig-user.txt
