who makes the decisions

There are 3 drivers available for (Intersil) Prism2(2.5,3) chip
wifi adapters: 'prism2', 'orinoco' and 'hostap' (802.11b).

FC3 contains the orinoco drivers. These work OK but cannot support
a lot of features without extra patching, for example: scan, monitor,
wpa, etc.

The hostap drivers also work OK and supply all of these features.

Why are the hostap drivers not included with FC3/FC4.
Alternatively why are the orinoco drivers not patched so that you
can at least scan and monitor (like in Knoppix).

Is this worth asking on the fedora-devel-list 
(or are they too busy with fedora slimfast-slimfest :))
