I don't think so.
See http://fedoranews.org/contributors/stanton_finley/fc3_note/#nVidia doesn't seem to indicate a need for the kernel source.
Don't know about OSS; maybe somone else that uses it could give a definitive answer.
The gist of it is that the regular kernel package provides the headers, Makefiles etc. needed to build most properly-written kernel modules in /lib/modules/$(uname -r)/build, so a separate kernel-source package isn't needed.
