Check and see if your system is using IRQ 11 for PCI devices. That is why the IRQ is blocked.

# lspci -v

Thanks for the command in Fedora. I found that I can set up to four different IRQs for PCI IRQ steering. I used to know how to set particular devices to a certain IRQ.
