I use notebooks, desktops, and servers and manage all of them the same way *IF* I am editing the files directly. On notebooks with GNOME where I choose (or the user chooses) to use system-config-network, then I use the GUI and don't touch its files. system-config-network makes copies of the important files and stores its files in other locations. And while I *do* know those locations and can edit them by hand, it creates more confusion for the GUI users when I do that; so I choose to use only the tools they use to help them learn.
