Yes, this is "by design". Look at the Fedora website (http://fedora.redhat.com/) where it states there will be 2-3 releases per year. And that's not counting the updates. Fedora is a leading-edge distribution and the updates come along frequently.

People wanting longer release cycles like this would be better off with the "enterprise" style distributions like Red Hat Enterprise Linux and its clones.
