qt2-devel*.rpm, surely? Something like
ftp://ftp.redhat.com/pub/redhat/linux/9/en/os/i386/RedHat/RPMS/qt2-devel-2.3.1-13.i386.rpm
or
ftp://ftp.redhat.com/pub/redhat/linux/9/en/os/i386/RedHat/RPMS/qt-devel-3.1.1-6.i386.rpm

(When compiling a src.rpm, you don't need all the source to its
requisites, which is what the qt2 src.rpm would (partly) give. You just
need the headers and anything else the -devel RPMs would give. And the
src.rpm you're recompiling, of course.)
