/etc/yum.repos.d/ is included but /etc/yum.conf.d/ certainly isn't.

If your yum.conf file mentions /etc/yum.conf.d then that file has come
from somewhere other than the Fedora project. Which version of yum do
you have?

$ rpm -qi yum

Have you manually edited /etc/yum.conf at all?
