You don't need to install it from the tar.bz2 file in this particular case, 
(Bad practice anyway on an RPM based Distro IMO)
I assume you just grabbed the tar.bz2 and NOT the sourcecode,

Once you have unpacked in your HOMEDIR go into /home/blah/nvu and start it 
with the "nvu" script/file, or create a link on your Desktop to the "nvu" 
script.

ie: KDE, right click on the Desktop > Create New > File > Link to application
