I use nedit, vi or what ever I can get my hands on, but for someone who is just learning, Quanta or Mozilla composer would be a good place to start. I would also suggest looking at the generated code, to learn how things work.
OK, I see your point. Some Emacs users might find the info useful though. There are also complete Emacs tidy.el modes out there, but for me this is all I need (the less code the better).
Tools --> HTML Tidy syntax checking. Actually, Quanta+ has been considered the best web development tool available.
