HowTo read/write /dev/port from a user not root

Hi, is possible read and write on /dev/port via a normal user (not
root)? 

> sh-3.00$ ls -l /dev/port
> crw-rw-rw-  1 root kmem 1, 4 29 dic 10:38 /dev/port
> sh-3.00$ cat -v /dev/port 
> cat: /dev/port: Operation not permitted
> sh-3.00$
