Here's one way to do this.

1. Open picture in gimp
2. Add a new layer
3. Switch to that layer
4. Add your "no sign" or use canned bitmaps
5. Merge layers
6. Export to gif (jpg, png)
7. Print

That being said, gimp questions are probably pretty far off topic for
this list.
