mysql -e "use mysql; select * from user;"

That will print out the user list on a console. (You may need to use
-ppassword too.)

How to manage users in MySQL please read the well documentation at
mysql.com. That should already have been your starting point. So can we
guess you even did not set a password for the MySQL root user?
