cupsd.conf keeps changing

My cupsd.conf file keeps changing, adding printers I had deleted and removing access to networks other than 127.0.0.0. I'll edit the file and restore it to the state I want it. But after the next reboot or seemingly after a few days, the file has changed again. What is changing cupsd.conf? What file or files controls what gets put in cupsd.conf?
