This is the same as fedora.repo because "[base]" is common label.

"[updates-released]" is duplicated in fedora-updates.repo.

You have duplicated all the repos in yum.conf and /etc/yum.repos.d/. 
There is no point in having both.  Either comment out all the repos in
yum.conf or disable all the files in /etc/yum.repos.d/.
