Got it.

Turns out the file system was not mounting properly at boot time - probably due to the fact that I have two disks. 
There was a message during booting that I didn't understand, and didn't bother with because it didn't seem to matter.  Now I know.  
What it means is that that the /boot folder I was looking at was (I think) out of sync with the real /boot folder.  [Experts please correct me if I've misunderstood this - but it seems roughly right].
It's very late here in Sydney, and I'll write more tomorrow.  I haven't fixed it - but I now have a grub.conf, and a boot folder with the right (old) files in it.

Anyway, thanks to all those who tried to help.
