Try editing /etc/sysconfig/i18n and make sure it contains these lines:

those lines:

This must be an odd issue, I've been using Linux for a few
years now and have never run into this before. I haven't
had any luck with Google or any of my usual sources. I do
appreciate the suggestion though.
Was this an upgrade or a fresh install? I've run into several issues
similar to this with upgrades on occasion.
