What is worse, when you choose from Message, Create filter, you can't specify an account you want to use the filter with. It goes for Local folders. And once a filter is created, you can use the Filters window to change the filter from Local folders to some account.

This is why I can't use the new Global inbox feature. If I use it, I have to create filters manually, not by Message/Create filters like above.

You need to create the filters "per account" in order for them to run
automatically (Not "Local Folders"). Select the account you want to
filter from the filter dropdown, then create your filters. Not
intuitive, and annoying if you want to share filter elements among
accounts, but that's the way it is.

Makes sense if you only have a few accounts that need filtering.
