managing ldap

Someone know how to set a user to manage an Organizationnal Unit in
ldap?

I have tried

access to dn=".*,ou=AdminUsers,dc=Foo,dc=Bar" attr=userPassword
    by anonymous auth

access to dn=".*,ou=FooTest,dc=Foo,dc=Bar"
    filter=(objectclass=*)
    by dn.base="uid=FoTestAdm,ou=AdminUsers,dc=Foo,dc=Bar" write

and that's doesnt work..
