How to Force Automatic Logoff or Screen Lock

Is there any way to force a user to logout after some period of
inactivity?

I know that if a user is in a graphical environment, the screensaver can
be set by the user to lock the screen after a certain period.  But is
there a way to set policy to force all users to do that?

And the system doesn't want to allow a screensaver for root.  How secure
is that?


If using tcsh, automatic logout can be forced after a certain period.
But how about bash users?
