if by updates, you mean major releases (2.2, 2.4, 2.6, 2.8?), there
was a recent article somewhere (help?) in which linux suggested that
much more time would be spent updating 2.6 rather than immediately
starting the next 2.7 development stream.  as long as there was no
pressing need for a radical redesign, this seemed like a reasonable
approach.
