The "local-base" looks proper. See too

http://fedoranews.org/tchung/yum-mirrorlist/

although you may already know that howto. Don't forget to have the
updates repository enabled too.
Yes, you can forget the .rpmnew files. You can keep them to have the
originals from the RPM or delete them.
