You wanted "rm -rf /tmp/* /tmp/*.*" instead while nothing has temporary
files in it, .i.e. during runlevel 1.

What you did was deleting /tmp and it is required. Recreate it!

Boot into into runlevel 3 and then run

mkdir /tmp
chown root:root /tmp
chmod 1777 /tmp
init 5
