Indeed.

There is a mailinglist dedicated to rpm development issues. The issue
of 'patch' rpms comes up regularly and there has been serious
discussion in the rpm development mailinglist dating back at least a
couple of years, last time i went looking for historical perspective.

Continuing to have a discussion about implementation of 'patch' rpms
in this list is probably not constructive, unless everyone interested
in the topic has taken the time to read up on the available archives
of the rpm development mailinglist and taken in the arguments both for
and against by people who actually have touched the codebase for rpm. 
 Without taking the time to get the historical perspective of the
technical discussion between developers...this discussion is probably
doing nothing but causing more than frustration.
You certainly will not find concensous in the userbase.
