The wait time means the processor is waiting for IO.  This is usually
delays in reading/writing data from a drive.  

On one of my PCs I saw this condition when a drive was beginning to fail
and it made major delays in IO.  Replacing the drive fixed it for me.

You appear to have IPv6 enabled.  This has been known to cause delays as
the system tries to resolve addresses as IPv6 on a network that only
supports IPv4.  The archives make mention of this at times.

This can easily cause major delays in starting X and applications that
run in X. I saw a significant improvement in my system when I disabled
IPv6.
