I prefer rsync as it will clean out all removed files. However, not everyone 
runs rsync with public access, and it won't derive any benefit from web 
caches.

A challenge: Someone, put together a script using bit torrent to maintain a 
complete mirror.

I've never used bt, but it seems to me it shouldn't be a big challenge. Yoou 
could use debmirror (www.debian.org) as a model.
