There is no file like this, only a sample in the doc dirctory; try:

rpm -ql dhcp

You will find its location. Modify it according to your needed configuration
(using man dhcpd.conf), the copy it to /etc/dhcpd.conf

Then: service dhcpd start

You have to import the KEYS from fedora sites
