Standard answer #1:
mp3 is a proprietary format, so it can't be supported legally within
certain countries (i.e., US) without paying license fees to the
Intellectual Property owner.

Standard answer #2:
There are plenty of non-US sites that support mp3.  livna.org is the
most well-known one for RedHat/Fedora.  freshrpms.net works, too.
