Depends on what you want to install.

If you want very minimal system without much manual labour to get there, upgrading from RedHat 7.3 or earlier is good way to go (base+core+dependencies in FC3 will install tons of garbage on the system, and there's bug in Anaconda so --no-base doesn't work in ks.cfg).

If you are not affraid of manual selection/deselection of packages during install (to get rid of all the garbage that's installed by default), initial intall of FC3 is cleaner then upgrade.

If you want "I want it all system", initial install of FC3 is way to go.
