It depends on how quickly mirrors pick them up actually. But if you're
looking for updates-testing or updates-released from Core, they're
usually at download.fedora.redhat.com _first_ before mirrors populate
the files

For others, like Extras, getting it from their source is best, as
mirrors tend to populate a wee bit later (set intervals, never
immediately)
