When ./configure stops and complains, it usually means you are missing a dependency. On Fedora Core 3, you need a lot of 'devel' libraries to compile php from the Fedora-packaged source successfully. You can quickly check whether you have a package installed by following what Paul suggests above, or search the rpm database with rpm -qa.
