No. More information is available here: http://wiki.apache.org/spamassassin/MarkingAllWindowsExecutables The bottom line is that the change was made based upon the notion that such attachments are likely to be viruses/worms, which are best filtered by an anti-virus program (ie. clamav) and not an anti-spam program.
