Is subversion setup or installed?

  Quickly try 
  
  mv /etc/httpd/conf.d/subversion.conf /etc/httpd/conf.d/subversion.confXX
  service http restart

If that works, do you want subversion to be active via http?
If so getting subversion to run on FC3 is another topic.
