How do I set a refresh rate for my monitor in FC3? I know I can set the Vertical and Horizontal frequencies, but how/where do set a single value for it?

Find and edit the xorg.conf file under /etc/X11. Under the section "Monitor", you can edit the frequencies used. I highly recommend making a backup copy of this file in case X will not start after you edit it.
