Is an installable RPM which contains preconfigured yum repository
settings for using ATrpms.net.

As each other package using yum: yum install <name>
Please see "man yum".

The devel package is not needed for just using 2D/3D acceleration usage.

yum install nvidia-graphics6629

The rest is done by yum.
