Yeah, udev is a big pain in the a.. :-( From rom what I have read it is recommended practice to use the real device names now (PILOTPORT=/dev/ttyUSB1) but /etc/security/console.perms does only know about /dev/pilot. So you end up adding the pilot symlink to either /etc/udev/rules.d/10-local.rules or /etc/udev/devices. Both are less intuitive than ln -s ttyUSB1 /dev/.
