It looks like Fedora doesn't build the hisax-w6692 driver. Try building
your own kernel, and reading Documentation/isdn/README.HiSax. 

Look under ISDN subsystem -> ISDN support -> Old ISDN4Linux -> Passive
cards for the driver, and scroll most of the way down.

Please note that the documentation says:
# At this time, HiSax only works on Euro ISDN lines and German 1TR6
# lines.

You should probably ask at http://www.isdn4linux.de/ (or on their
mailing lists) for more help.
