The error message is self-explanatory. Open the FTP directory with your
favourite web browser to discover that it doesn't contain the "headers"
directory, whereas the primary server contains it. The mirror is
faulty. It only contains the "repodata" directory for a much newer version
of Yum. Contact the mirror maintainer or find a working mirror.
