I really ought to get a macro for this question...

It's a known problem: the kernel developers have found that giving users
"raw" access to a CD-RW means that they can completely destroy it (as in
it's unrepairable: all you can do is physically throw it out).

So they've restricted raw access (and hence burning) to root.

Future versions of the kernel should have a sanitised burn-only access
mode. In the meantime, your options are to drop back to a 2.6.7-based
kernel, burn as root, or play around with sudo / usermode / setuid bits.
