/dev/hdb
This will give you read-only access to the standard ISO-format CD in that drive.
I suspect you were after the ability to do packet-writing to a rewritable CD (treating it like a hard disk), but AFAIK this isn't currently supported in Linux 2.6. See http://packet-cd.sourceforge.net/ for more details.
