Did you add the names of the hosts which you approve to do relaying ?

The access database does not support the use of netmasks like this. Since localhost and localhost.localdomain should both resolve to 127.0.0.1, this access database can be reduced to:
127.0.0.1 RELAY 192.168.1 RELAY
