I am not sure whether you are running KDE or Gnome, but with KDE u use the menu editor located in the control center or by clicking on the task bar at the bottom of the screen and selecting configure panel. Then go to the Menus option and select edit K menu. For KDE, I am using 3.3.1-02, and GDM as the display manager if that helps. I do not use Gnome, but it probably has something comprable. As far as the links to icons, they can be found under /usr/share/icons where you can find most other KDE and Gnome files.

In FC1, there is a menu(red hat in the left-bottom of the screen) like
"Start Menu" in windows. And in windows we can put a shortcut of a
program in "Start Menu"->"Program". Where are these files linked to
icons and How can I put a shortcut in the "Start Menu"??
