disable module loading in FC2

Hello,

In FC1, one was able to to disable kernel module loading by performing the 
following command:

echo "off" > /proc/modules

This does not seem to work in FC2, as I am able to add modules such as 
loop or any module needed by the lm_sensors package.

Is there something I'm missing, or does this no longer work in FC2?  Does 
FC3 support this feature?
