No, by default, Evolution will "cache" IMAP email locally, but the "master copies" are always stored on the server.

If you have your IMAP server also running as a POP server, and you are
connecting to it via the pop service, then by default all email will be
downloaded and stored locally, which is what you seem to be describing
to us.

Can you go in to the accounts section of Evolution, and tell us what you
have set in there for the Account Type.

You do not seem to sure here, I am not familiar with the Dovecot mail
server, as I use cyrus-imapd at work.

Some one else will have to pipe up and provide assistance here.
