Look at the log for the new rpm (see "man rpm") before you install it.

But the simple answer is that with the large number of countries,
states, provinces, cantons, cities and towns little  changes will
be more common than you expect.  For example:

The recent changes...
   - 2004e (#135194)
      - updates for Brazil, Uruguay and Argentina

And how many you might ask....

   $ find   /usr/share/zoneinfo/  -type f | wc -l
   1656

That is a lot longer list than I expected but
Bogart would be happy.

 zdump /usr/share/zoneinfo/Africa/Casablanca
