Anyone using network profiles?

Apologies if I've asked this question here before,
but is anyone successfully using the network profiles
provided by Start=>System Settings=>Network
and Start=>System Tools=>Netword Device Control ?

I find several problems with the system.

(1) I find it is always necessary to run
"sudo service network restart"
after booting the computer,
even though I said I wanted the profile to be activated
at bootup.

(2) I find if I turn the default device eth0 on or off in one profile
it is automatically turned on or off in the other profile.
(I have just 2 profiles.)

(3) I don't understand why there are two programs,
which seem to overlap in a bizarre way,
eg you have to specify dhcp in System Tools
rather than System Settings,
which seems completely illogical.

I should say that I am running FC3-test2.

Should I go to a program like whereami or guessnet?
Or can the programs that come with the system work ok?
